is that the cops are really armed tax collectors. They await the care free drivers to exceed the posted speed and WHAM!, revenue is collected, just as if they were the minions of the infamous sheriff of Nottingham, stealing bread from a farmer's meager table.
Catching thieves is hard work! Punishing a soccer mom or a guy going to work is far easier to do. Over here, there are whole municipalities who gather all their money (for cop's salaries, donuts, new cars with radar and laser weaponry) from speeders. That's why I call these legal cheese dick thieves Road Vampires - they suck the life blood right out of your wallet! Don't leave home without a Vampire detector!
